Our organisational structure

Our organisational structure is based on five Directorates that collectively manage and coordinate the full range of activities and services to the City of Whittlesea community.

Each Directorate is led by a Director who reports directly to the Chief Executive Officer (CEO).

Our Executive Leadership Team (ELT) includes the:

  • CEO
  • four Directors
  • two Executive Managers.

Chief Executive Officer: Craig Lloyd

Craig Lloyd is Chief Executive Officer (CEO) of the City of Whittlesea.

Craig started as CEO at the City of Whittlesea on 12 October 2020, having spent two-and-a-half years at neighbouring Murrindindi Shire Council as CEO. Craig has built his career in a range of emergency service organisations.

Craig holds a holds a Masters of Business Administration, a Postgraduate Certificate in Community Development (Emergency Management) and a Masters of Project Management.

He has also completed the Australian Institute of Company Directors course and undertaken the Local Government Professionals Executive Leadership Program.

Craig has a deep commitment to grass-roots community engagement, and is skilled in many facets of local government, such as community engagement, environment, economic development, emergency management and IT.

Outside of work, Craig is an award winning singer-songwriter.

Director Community Wellbeing: Agata Chmielewski

Agata Chmielewski heads our Community Wellbeing Directorate.

The Community Wellbeing Directorate oversees many service areas that impact the wellbeing and day-to-day lives of City of Whittlesea residents.

The Directorate works collaboratively with the State and Federal Government to provide many of these services, and partners with a variety of community service organisations to meet the needs of our diverse and vibrant community.

Director Infrastructure and Environment: Debbie Wood

Debbie Wood heads our Infrastructure and Environment Directorate.

The Infrastructure and Environment Directorate provides a diverse range of infrastructure services to the community. With the high level of growth within the municipality and an increasing number of residents, there is a need to be responsive to community needs.

Some of the Directorate’s key functions include:

  • managing parks and open spaces
  • roads, road-related and footpath construction and maintenance
  • building maintenance
  • engineering services
  • traffic management
  • road safety
  • sustainability planning.

Director Customer and Corporate Services: Sarah Renner

Sarah Renner heads our Customer and Corporate Services Directorate.

The Customer and Corporate Services Directorate ensures that Council

  • has a focus on our community and internal customers  
  • has the funds available to provide safe, useful and sustainable assets and services to our community.

The Directorate monitors, manages, researches, reports and provides advice to Council on all financial, digital, customer, organisational matters and change management.

It also ensures good governance through procurement and enterprise project management.

Director Planning and Development: Emma Appleton

Emma Appleton heads the Planning and Development Directorate.

The Planning and Development Directorate provides a range of services to support the progress and prosperity of the City of Whittlesea's growing community, including: 

  • strategic land use planning
  • town planning
  • building compliance
  • economic development. 

The Directorate also helps ensure the safety and wellbeing of the community through its compliance, environmental health, emergency management and regulatory services.

Executive Manager Public Affairs: Janine Morgan

  Janine Morgan heads our Public Affairs Department.

The Public Affairs Department looks after the City of Whittlesea’s communication with its community and other stakeholders.

This department includes the Communications and Community Engagement Team. This team ensures the community has access to the information it needs when it needs it, and the opportunity to share their ideas and opinions about Council’s services and projects.

The Public Affairs Department is also responsible for internal communications, graphic design and branding. They work with other government organisations, media and industry to promote the City of Whittlesea and attract support for its priorities.

Executive Manager Office of Council & CEO: Jacinta Stevens

Jacinta Stevens is the Executive Manager Office of Council & CEO

The Office of Council and CEO Department is responsible for providing the highest levels of expertise in Council governance and other functions incorporated within the department.

The department acts as the coordinator of Council’s relationships with key State Government ministerial offices, state bodies and authorities and inspectorates.

This department includes the Office of the CEO and Governance Administration teams. They are responsible for:

  • providing advice to Council and the organisation
  • supporting Council meetings
  • coordinating civic events.
