Monitors
On 6 November 2024, the Minister for Local Government Melissa Horne announced Jude Munro AO and Peita Duncan will serve as municipal monitors at the City of Whittlesea until 6 November 2025. The monitors will support good governance as new councillors enter office and help prevent the recurrence of issues that led to each council’s dismissal.
The role of a monitor is to:
- observe governance processes and report back on issues
- provide advice to councils that are experiencing governance issues
- make recommendations to the Minister for further action.
At the end of their appointment, the monitor provides a final report to the Minister.

Jude Munro AO
Jude Munro AO brings substantial local government experience, having been CEO at four councils, and a former municipal monitor to Greater Geelong City Council. She has served on 25 boards across 11 industries as a director or board chair.
Peita Duncan
Peita Duncan will be transitioning from her role on the panel of administrators for Whittlesea City Council and is the chair of Greyhound Racing Victoria.
