The City of Whittlesea in partnership with the Victorian Government will build a new modern, purpose-built facility to help meet the needs of a growing community.
The new facility will provide up to 132 kindergarten places, providing greater access to early learning opportunities for local families.
Background
The redevelopment will create a modern, purpose-built facility designed to meet the increased demand for 3-and-4-year-old kindergarten places due to the increased provision of kindergarten hours resulting from the Victorian Government’s Best Start Best Life reforms.
Project overview
The new centre will integrate the existing kindergarten and Maternal Child Health services to include:
- a two-room kindergarten
- consulting rooms for Maternal and Child Health
- multipurpose space
- staff amenities
- landscaped outdoor play area
- car park.
Project timeline
It is anticipated that construction will begin mid-2026 and will take approximately 18 months to complete. The new facility is expected to open in time for Term 1, 2028.

- Fit out of furniture, fixtures and equipment.
Sustainability measures
The City of Whittlesea is committed to being leaders in sustainability. The Environmentally Sustainable Design includes solar panels, rainwater reuse, double glazing, and permeable carpark pavement.
Project funding
The redevelopment of the Derby Meadows Preschool supported by a $4.5 million contribution from the Victorian Government.
This project is part of the Victorian Government’s $24.25 million Building Blocks Partnership with the Whittlesea City Council, which is creating up to 490 new kindergarten places for local families.
This investment is part of the Victorian Government’s Best Start, Best Life reform, which aims to increase kindergarten places across Victoria, address population growth, and improve access to affordable early childhood education.

How long will the redevelopment take?
The redevelopment will take approximately up to 18 months to complete. The service will close at the end of 2025 to enable site preparation works to commence.
Will the kindergarten need to close?
Yes. Due to the extent of work that needs to be undertaken, the kindergarten and the adjacent Boori Children’s Services Maternal and Child Health Centre are unable to operate at the current site.
What do I do if my child is attending a kindergarten service at Derby Meadows Preschool in 2025?
The service will operate as normal throughout 2025.

Families who have listed Derby Meadows Preschool as a 1st, 2nd or 3rd preference for 2026 will need to choose an alternate kindergarten preference.
