Building Site Skip Bin Permit
If you are placing a Building Site Skip Bin on Council land, you will need a permit, in accordance with our Community Local Law. The skip bin on your building site must be a solid walled bin with lockable lid.
The company’s business name and business phone number must be clearly marked on the outside of the building site skip bin. Reflective tape and delineations must be on all building site skip bins.
Building sites less than 300 m2
Building sites that are less than 300 m2 can apply for a waste container permit to be placed outside the construction site and comply with all permit conditions.
This permit is in addition to the Asset Protection Permit and helps reduce damage caused to nature strips.
Building sites more than 300 m2
From 1 January 2024, we’ll no longer issue permits to allow front load bins outside a construction site.
This applies to properties that are 300 m2 or greater in size. These properties will need to store front load bins within the boundaries of the building site.
If fees have already been paid for waste containers to be stored outside the building site, these arrangements will stay in place until the building works are completed.
Builders of new residential dwellings
Builders of new residential dwellings should follow the same application steps but use the Building Site Skip Bin application form in the Customer Portal, instead of the Skip Bin Permit application form.
Builders will need to pay a separate permit fee for each bin that will remain throughout the construction period.
Please note:
- You will be asked to provide evidence of a current Public Liability Insurance Policy of $20 million.
- Your building site skip bin must be removed from Council land before the permit expires or removed from the building site within 7 days of the end of building work or the issue of an occupancy permit, whichever occurs first.
- A permit is not required if the building site skip bin is placed on a private property.
- A Building Site Skip Bin permit must be obtained by an accredited supplier with City of Whittlesea.
Building site skip bins that do not follow to Council policy or are placed in unsafe locations will be impounded. All associated costs will be charged to the bin owner, and an infringement notice will be issued.
