About the strategy plan
The Mernda Strategy Plan guides the preparation of development plans and subdivision plans for the Mernda growth area. It provides a vision for the future development of Mernda and Doreen.
The plan was incorporated into the Whittlesea Planning Scheme in 2004, with minor changes made in 2008 and 2016.
What the plan includes
The Mernda Strategy Plan describes a vision for a series of new communities to be built on Melbourne’s northern fringe. Development in Mernda will focus on housing, economic development, environmental preservation and social progress.
Key objectives of the plan include:
- neighbourhood planning
- water sensitive urban design
- transit orientated design
- quality public realms
- the celebration of natural and cultural heritage.
