Difference between building and planning permits
If you’re planning building works on your property, you may need a building permit, a planning permit or both.
What is a building permit?
Building permits are issued by registered building surveyors. They usually relate to the construction method of a building or development to ensure the building is safe and compliant with regulations.
When do I need a building permit?
If you plan to carry out building works on your property, you should check with us first to find out if you need a building permit.
You may need a building permit for the following types of works:
- building extensions and renovations
- carports
- garages and sheds
- building removal
- pergolas
- verandas and deckings
- retaining walls
- re-stumping an existing building.

What is a planning permit?
Planning permits are issued by Council. They’re legal documents that relate to the use, development and subdivision of land, rather than the method of construction.
If you need a planning permit, you’ll need to obtain one before a building permit can be issued. However, you can make both applications at the same time.
It’s important to note that a planning permit does not remove the need to obtain a building permit.
When do I need a planning permit?
You’ll generally need a planning permit to change the use of your land, construct a new building, or change an existing building.
You may need a planning permit to:
- start a business
- prune or remove a tree
- subdivide land
- build two or more dwellings on one parcel of land, e.g. building units or townhouses
- extend your home
- change the use of land or buildings
- display a sign
- reduce required car parking spaces
- develop in a rural area
- open a restaurant, cafe, bar or tavern
- install a satellite dish
- remove or vary a covenant or restriction.
