The Whittlesea Planning Scheme

The Whittlesea Planning Scheme is a Victorian State Government document that we administer. It determines if a planning permit is needed to change land use, construct a building or make other changes to land within the City of Whittlesea.

The document sets out the rules for how land is used, how it can be developed or built on and how it must be protected. 

Changes or amendments 

Both Council and the Minister for Planning occasionally propose amendments to the planning scheme to improve it or reflect new circumstances.

An amendment could involve changes to:

• the planning scheme map, such as a change to the zone of the land or the introduction or removal of an overlay control
• the scheme ordinance
• a written part of the scheme. 

Anyone, including members of the public, can propose an amendment to the Whittlesea Planning Scheme, but the process is complex and can be costly.
