Excess animals and livestock permit

If you want to keep multiple animals or livestock at your home, you'll need to apply for an Excess Animal Permit.

You'll need a permit if you want to keep:

  • more than two cats
  • more than two dogs
  • more than 30 pigeons
  • any livestock.

This permit helps ensure the wellbeing of your pets and prevents inconvenience for neighbours.

Excess animal permit fees

The excess animal and livestock permit fee is $110.05

The permit is valid for the lifetime of your property and comes with a one-time fee. No renewal notices will be sent.

We do review these permits annually and will reach out to you if needed.

Keeping livestock on smaller properties

If you have a smaller property (less than 4,000 m2), you'll need a permit to keep larger animals like:

  • horses
  • donkeys
  • alpacas
  • llamas
  • cattle
  • sheep
  • goats
  • pigs.

Apply for an excess animal or livestock permit

Step 2.Complete your details

Fill in your details and details about the animals you want to keep.

Step 3.Get your neighbours' consent

You must also seek your neighbours' approval before submitting your application.

Please contact your adjoining neighbours and any other people who may be affected and obtain their consent on your form.

We may contact your neighbours to confirm their consent.

Step 4.Submit your form

Step 5.Have an inspection

The approval process involves an Animal Management officer inspecting your property to ensure compliance. We'll contact you to arrange a time.

Step 6.What's next?

Once you've received your permit, there's nothing else for you to do. The permit is valid for the lifetime of your property and comes with a one-time fee. No renewal notices will be sent. You just need to let us know if your circumstances change.
