We are inviting artists from the City of Whittlesea and broader Melbourne area to submit Expressions of Interest (EOI) for various public art opportunities.

Electricity Box Public Artwork – EOI
We are inviting artists from the City of Whittlesea and broader Melbourne area to submit expressions of interest to design and paint artwork on electricity boxes in public spaces.
This public art initiative within the City of Whittlesea aims to enhance the streetscape, foster community pride, and reflect the unique values and diversity of our community. This an ongoing open EOI, with two projects currently available for early 2025 and the possibility of more to come.
Eligibility
Applicants must:
- Be a practicing artist with a demonstrated ability to deliver a high-quality artwork.
- Reside in or have strong local ties to the City of Whittlesea or broader Melbourne.
- Have the capacity to design, paint, and deliver a professional artwork within set deadlines.
- Hold public liability insurance or the willingness to get it.
No prior public art experience is necessary; all artists with the capacity to complete this project are encouraged to apply.
How to apply
Interested artists should:
- Complete the online EOI form below.
- Submit up to five images of recent artworks to demonstrate style and capability.
- Provide links to any websites or social media profiles showcasing their work.
- Attach a copy of public liability insurance coverage.
Selection criteria
Artists will be selected based on:
- Proven ability to deliver high-quality artwork.
- Demonstrated creative and technical skills.
- Artistic vision and how well their work aligns with the community-oriented goals of this project.
Artist fee
Artist fees are determined based on the size and scope of each individual project, with compensation aligned to the NAVA Code of Practice.

West Wollert Community Centre Facade Artwork – EOI
The City of Whittlesea is seeking an artist to develop an artwork that will be implemented into the façade of the soon to be built West Wollert Community Centre. The artwork will complement the rest of the architectural design and its intentions, creating a new cultural asset for the community.
The goal of the artwork is to reflect and relate to the natural surroundings, creating a congruence between the built form and the environment it sits in. This can be both representational or abstract in its delivery.
While the original artwork can exist in any medium (ie digital, drawing, photography, paint,etc.) the final work developed and submitted by the selected artist will be digital in format that can be rendered successfully onto the chosen façade material of perforated metal.

West Wollert Community Centre Facade Artwork Information Pack(DOCX, 235KB)
Lutheran Church Projection for Walking Thomastown – EOI
The City of Whittlesea is seeking to commission an artist to design, develop and deliver a projection artwork that will be showcased at the signature council annual event, Walking Thomastown. The canvas and site for the work will be the Lutheran Church located in a reserve in Thomastown’s Westgarthtown Pioneer Precinct.
The artist will work with Little Projection Company who will map the building for the proposed artwork, provide necessary technical support and project the artwork on the evening of Walking Thomastown in late August 2025. Sound can also be an important feature of the projection and supported technically.
The proposed artwork should take into consideration the site, its connection to the community and other relevant factors, while also being an expression of the artist’s practice. The commissioned artwork will become part of the City of Whittlesea Cultural Collection.

Lutheran Church Projection for Walking Thomastown Information Pack(DOCX, 2MB)
Murnong Community Centre Mural – EOI
The City of Whittlesea is seeking an artist to design and install a mural in the newly built Murnong Community Centre that engages with and compliments the diverse and growing community.
The artwork and its design will speak to the broad theme of diversity informed by community engagement and consultation. A more detailed brief will be supplied to the successful artist.
The artwork will cover approximately 35m2 and be installed on an internal wall above a prominent entry and exit point in the public community lounge.
