Filming and photography permit

If you're planning to conduct any commercial filming or still photography in public areas around the City of Whittlesea, you'll need to get a filming permit.

You'll need a filming permit if you want to use roadways, parks and gardens, sporting grounds, or footpaths and laneways for your film shoot.

Whether you are a commercial filmmaker, non-profit organisation or student, you'll need to apply for a permit. Fees don't apply to student and non-profit filmmakers and photographers.

Commercial (major impact) filming

You must apply for a filming permit if the project is a commercial activity or has a major impact.

A major impact shoot involves extensive equipment and crew such as:

  • tripods, dollies, generators and lighting
  • tents and/or marquees
  • production trucks and cars
  • requirement for reserved parking
  • need for a traffic management plan.

Commercial (minor impact) filming

You must apply for a filming permit for a minor impact filming activity. This includes small budget productions, adverrtisements and still shots. Equipment and crew could include but is not limited to:

  • filming activity involving about six people
  • no more than one camera, one tripod and handheld sound recording equipment.

In addition minor impact productions must maintain public safety at all times and ensure public pathways, footpaths and roads are not blocked.

Student and non-profit making filming

Students and non-profit making filmmakers must apply for a permit, but do not have to pay the permit fee.

Filming with a drone

The Civil Aviation Authority (CASA) regulates the use of drones.

  • student filming: free
  • Non-profit films: free
