Fast Lane Applications
Fast Lane is a simple and fast process for assessing planning permit applications for single dwellings on lot sizes less than 300m2 located in our growth areas.
Anyone wanting to build a single dwelling on a lot less than 300m2, where a Development Plan Overlay applies, in suburbs such as Epping, Mernda, Doreen, South Morang or Wollert can use this service for a 15 business day turnaround.

Priority development applications
For projects that deliver community benefit and local employment opportunities to the City of Whittlesea, we have a priority application process.
Applications that contribute to the following criteria are eligible:
- employment generation
- community wellbeing
- environmental sustainability
- critical infrastructure
- geographic location
