As outlined in the Emergency Management Victoria Resilience Framework, a connected, inclusive, and empowered community is more likely to have less severe psychological impacts during an emergency and during their recovery period.” Community Resilience Framework for Emergency Management | Emergency Management Victoria (emv.vic.gov.au)

At the heart of the Framework are seven resilience characteristics that aim to strengthen and encourage in communities.

These characteristics are:

  1. Connected, inclusive and empowered;
  2. Sustainable built and natural environment;
  3. Reflective and aware;
  4. Culturally rich and vibrant;
  5. Safe and well;
  6. Dynamic and diverse local economy; and
  7. Democratic and engaged.

These characteristics are not immediately “emergency” related but reflect instead the qualities that enable all sorts of communities to avoid or manage emergencies and to enable them to rebuild and re-establish when necessary.

Read the Resilient Communities Framework.
