Hill Top Park is a large municipal reserve with a lot of existing features and services that is required for the development of a splash park.
These include existing water, sewer and power connections, an existing car park, public toilets and an existing play space suitable for the integration of a splash park.
Consultation
From 13 November to 18 December 2023, Council invited community members to have their say on the types of play equipment and splash park features they would like to see in the park, as well as any concerns they had with the proposed site and plan.
A total of 735 contributions were received, with 156 coming at community-based pop-ups, 559 online through Council’s Engage page and 23 at an information session for residents living near the reserve.
The feedback informed a draft concept plan that the community was able to view and have their say on between 20 March and 24 April 2024.
During this second phase, a total of 234 contributions were received, with 57 captured at a community pop-up, nine at an information session and 168 on the Engage page.

Features
The project will deliver:
- Splash pad approximately 150 square metres
- New public toilet with Changing Places facility for people with higher needs
- Upgraded playground with new splash pad
- New nature play area
- Extension of the existing car park to accommodate additional visitors
- New public lighting to meet Australian standards
- General landscaping improvements such as paths, garden beds and trees
- Disability Discrimination Act compliant paths and surfaces to improve accessibility for mobility impaired community members.
Timeline
Construction is expected to begin in October 2024 and continue through until mid-2025.
Project funding
This project is made possible by an $900,000 contribution from Council, $1.5 million from the Federal Government’s Investment in Our Communities Program and $500,000 from the Victorian Government’s Open Space for Everyone – Better Parks and Playgrounds Program.
Milestones
The City of Whittlesea awarded a contract for the construction of the playground, splash park, public amenities and car park at its Council Meeting on 20 August 2024.
Council CEO Craig Lloyd joined Federal Member for McEwan Rob Mitchell MP and State Member for Yan Yean Lauren Kathage MP to officially turn the first sod on the project on 4 September 2024.
