Fees for submitting a planning application

The cost of your application or enquiry depends on what you want to do. 

The following information sets out state government and City of Whittlesea planning fees.

State government prescribed planning fees

The following table gives a summary of fees prescribed by the Department of Environment, Land, Water and Planning. These fees come under the Planning and Environment (Fees) Regulations 2016(PDF, 134KB) and the Subdivision (Fees) Regulations 2016.

They are reviewed regularly and updated each financial year.

Residential developments for single dwellings

To develop land or to use and develop land for a single dwelling per lot or to undertake development ancillary to the use of the land for a single dwelling per lot depending on estimated cost of development.

Additional fee calculations

The application fee for a permit or to amend a permit involving any combination of the matters referred to, is the sum arrived at by adding the highest of the fees which would have applied if separate applications had been made plus 50% of each of the other fees that would have applied if separate applications had been made.

If the application for a planning permit is for any combination of the classes of application outlined, or to change a class to a new one, the fee for the planning permit is calculated at 40% of the application fee for that class of permit set out in the table and any additional fee.

Levy for developments over $1,271,000

The State Revenue Office requires a levy to be paid to receive a levy certificate prior to making a planning application.

We advise that a valid levy certificate must be submitted with a planning permit application for developments valued at over $1,271,000.

Combined application fees
