Neighbourhood Design Manual

The Neighbourhood Design Manual contains the latest Council standards and guidelines for planning, designing and constructing new developments in the City of Whittlesea. It supports the creation of diverse, equitable and inclusive neighbourhoods that are attractive, accessible, functional and sustainable.

The Neighbourhood Design Manual builds on and simplifies the Guidelines for Urban Development. The manual was created to set clear standards for future developments, address policy gaps and promote quality design. It covers urban design, engineering, landscape and Integrated Water Management (IWM) matters and aims to complement polices and strategies from the Victorian Government and the City of Whittlesea.

Urban Design Guidelines

The Urban Design Guidelines set out urban design objectives and guidelines to plan for and deliver developments in our local context.

Engineering Guidelines

The Engineering Guidelines outline Council’s engineering requirements and expectations for civil infrastructure.

Landscape Guidelines

The Landscape Guidelines define Council’s requirements and expectations for open space and streetscape developments.

Integrated Water Management Guidelines

The Integrated Water Management (IWM) Guidelines provide details on Council’s preferred water management outcomes and guidance on design and documentation.
