Road Management Plan

Our Road Management Plan helps us manage our road infrastructure assets including:

  • road pavements
  • sealed surfaces
  • kerb and channel
  • pathways (footpaths, bicycle paths and shared footways)
  • bridges
  • major culverts.

Information about road types

The plan was adopted in June 2021, after a period of public consultation. It describes a hierarchy of importance for Council roads, based on traffic volume and function.

Link roads

These generally have the highest traffic volume and link other roads to arterial roads.

Collector roads

Collector roads channel traffic to link roads from local access streets.

Access roads

The main function of access roads is to provide direct access to properties. They provide access to residential, commercial, industrial and farming properties.

The traffic volume on access roads is typically lower than on link and collector roads.

Register of Public Roads

Our Register of Public Roads was endorsed in 2021. It lists municipal public roads and ancillary areas to public roads in the City of Whittlesea that we are the road authority for.

The register also contains information that helps clarify the scope of the Road Management Plan.
